Supplies:

PSP7

My poser tube or a tube or photo of your choosing.

A brush of your choosing, I used a feather brush.

Mask can be found here, Page 2, Middle mask on bottom row

Font is called Easy Street EPS and can be found here, free registration required.

Let's Go...

Open a new image 534 X 591 pixels, Transparent.

Flood fill with white.  Make sure your foreground and background are both white. Open your mask.

Open a new image 534 X 591 pixels, Transparent.

Flood fill with a solid color.  I used #2D3F81.

Copy your mask and Paste on the color image as a new layer.

Go to Effects, Sharpen, Sharpen more 3 times.

Open your tube or photo, copy and paste as a new layer to your color image.  Move to the center layer.

Resize the tube to just fit under the mask layer.  If you use my tube, resize to 85%.  You will need to give a little more light to the tube, so using Colors, Brightness/Contrast and these settings:

 

Add dropshadow with these settings:

It will still show under the mask, so follow the next step.  If your tube fits inside the mask lines, skip the red step.

Using your Selection tool, use the Rectangle setting, go just around the white border at the center of the mask. Make sure you are on the tube layer, go to Selection, invert, hit your delete button.  This will take all outside the border off. Selection none.  

Using the Selection tool, use the Rectangle setting, go just around the white border at the center of the mask.  Choose a color on your foreground, I used black.  Choose your paintbrush, custom, choose the brush you want to use.

 

Make sure you are on the color layer and place a few brush strokes behind the tube. Keep selected.

Make sure you are on the color layer, Go to Selections, invert, add bevel with these settings:

 

   Deselect.

Make sure you are on the color layer.  Go to Effects, Illumination Effects, Starburst, use these settings:

 

Click on text tool.  Use these settings:

 

Using the Vector mover in the text, rotate and resize to your preference. Go to Layers, Convert to Raster layer.  Add bevel using these settings:

Add dropshadow using these settings.

 

Go to Layers, Merge, Merge All.

Resize to your preference, save a jpeg.

You're done.
